edit: woah alot of things aren't displaying correctly on certain web sites. like pictures and stuff, help! BTW IE displays things fine. I don't know why this is happening

Yes.
This is very strange. I was browsing fine last night but today when I got up and got online The forums looked like this, but the front page display correctly which is even stranger. and some other sites are doing the same thing. Like I said IE displays it just fine.

Extra -> Options -> Web Functions -> Enable that it loads images, or make sure there are no exceptions

It's a problem with the CSS.

That's what happens to me when there's some kind of bandwidth struggle. I guess it doesn't download the graphical components of the website.
