Looks to me like the policeman just committed battery if not assault - struck first.

If they'd committed a crime, then naturally they should be arrested and if the police hurt them whilst they're resisting arrest then that's a shame, but it's going to happen.
They might have been scummy people, but that doesn't justify making a spectacle out of them in the way that this thread is doing.

there was probably a small bit of time before that. It's hard for chavs to operate video cameras - they don't have opposable thumbs.
