We shouldnt forget that sound effects arent less important than Display.
I have Creative Audigy sound card and its
Capabilities are:

Continuous Rate, Primary Buffer with 16-bit Samples, Primary Buffers with 8-bit Samples, Monophonic Primary Buffers, Stereo Primary Buffers, Hardware-mixed Secondary Buffers with 16-bit Samples, Hardware-mixed Secondary Buffers with 8-bit Samples, Hardware-mixed Monophonic Secondary Buffers, Hardware-mixed Stereo Secondary Buffers

I tried to benchmark the sound card with 3dmark03 and i got 15fps in 64 3d hardware sounds.
is it good? coz i dont have any idea!

My SoundStorm can get about 30 fps with 64 sounds, so its not the best :)
(dont know what an Audigy2 gets though)

At any rate, I would think it supports it... Nothing will answer it except a mail to Gabe (or if one can dig up an old one) or getting the game itself. But consider what they have said about the sound system that I remember, its about as powerfull (or more) as the BF1942 sound system, and that has 64 sounds (one need to fiddle with the settings though).

Most of the latest games have sound systems that can play more then 64 sounds, and as Half-Life IS one of those latest games, and the fact it's a FPS - all factors point to yes.

You can benchmark sound with 3dmark03? Hmmm. I didn't know this.
