WTF are these symbols?

Lately I've been seeing a lot of stange symbols in people facebook posts and web URL's. I have no clue what they are or what they do though...

They look like -






What are these, I was never told about them in comp. programming?
 
Invalid characters? Maybe you don't have the character installed on ur machine, so it just throws that up.

Just an assumption.
 
When I click the link, I see the characters, but then it redirects me.

I'm 95% sure this is a missing character in your system, so your computer outputs/replaces it with these little characters that show the ID of the missing character.

EDIT: Yeah, I think thats it. When I search the characters in google it shows up as ? and says "Your search for %15 found no results".
 
missing characters. they mostly show up on firefox for some reason.
 
Right now, xbox.com is the only site I regularly visit that shows those symbols

Yet this 3rd one, despite looking identical, has no symbol -

If it is an actual character, could it be that their just not loading fast enough (reason why there absent in the 3rd screen)?

Or should I start looking for something like a text/character pack for firefox (if there is such a thing)?
 
All I have is IE 8, and no, they don't show up on that.

I can take screens of what the same links look like on IE as well if desired.

They're non-friendly internet characters. There are forums about explaining what fonts you need to download for them to show. This is not one of them sadly.
