It is just a webpage embedded into the desktop, so I think you are looking for something a little more sophisticated.

Kapsules, you need to download the individual "widgets". The weather widget I have there is called "WeatherBar"

I can't get the link to work...how do you make it a background?

Right click on the desktop and select properties.
Click Desktop >> Customize Desktop
Click the Web tab >> click new
Choose "Countdown.html" in the Countdown folder
Click OK >> Apply >> OK

Go back to the Web tab and check "Lock Desktop" if you want it to stay put.
