I suppose that superhigh bandwidth in Steam is kinda normal? I get sub 80kbit bandwidth while updating stuff, and that's really annoying, makes me feel like on 56k again. Don't tell me that'll be normal for Steams lifetime? Especially because their status page tells me there's over 100mbit of bandwidth left to use. Or does it depend on the connection speed set in the settings? I don't hope so because it doesn't allow me to upgrade from DSL to LAN. Help?

I think I found my problem. There's a traceroute to my current download server:

10 62 ms 61 ms 62 ms buh1-cr2-vlan3.rdsnet.ro [62.231.127.134]
11 2390 ms 2390 ms 2374 ms 213.157.170.81

2secs of latency, no wonder. And the XS4ALL server which is next country doesn't get used though it has only 50% load. Good job, Valve, your app needs a bit of optimizing.
