No. Even if any of the references do refer to unreleased half-life content, there is no way of telling how old it is, or if it will ever come to anything.

Also some of them sound like DOTA2 character abilities to me.

I'm pretty sure I remember seeing the 'roaming' reference way back in the Ep2 files anyway. And the "Advisor shield" they mentioned is incredibly old. The combine Overwiki has a screenshot of it in action.

The thing thats getting peoples attention is the "avalanche" attack listed for the advisor. It eliminates the theory that its leftover old shit, because theres no snow in Ep.2 and back, and lots of snow in Ep.3.
