How do u make ur own brush, like one that looks like runing water?
 
Open image editor of your choice and paint away.

Save, convert to HL2 format as per a number of tutorials that can be found about the web or this forum.
 
Don't confuse brush and texture. A brush is a piece of geometry in Hammer.
 
And you can always use my VtexGUI utility, there is a wizard that guides you step by step in the process of importing custom textures in HL2. THe only thing you have to know is how to save your texture into a 24bits tga with the correct dimensions (512x512 or 256x256 etc.). Then run VtexGUI, click on the wizard menu. Follow the steps. You now have a working texture in Hammer. Then look at tutorials on the net to make animating textures etc... YOu'll have to edit the .vmt. Good luck
 
32bits can work but those 8 extra bits are for the alpha channel (transparency) so if you don't need transparency you don't need 32 bits.

Edit: I should learn maths... :)
 
I know I'm being pendantic, but it's 8 extra bits, not 16. Hammer ignores them until you tell it to do something with them, weather that's use them for transparency or specularity.
