I think that the vortigaunts say "The Eli Vance" and "The Freeman" because its just the way they talk. They are aliens, so the way they talk in english (or any other language that comes from a different planet) will be a little different.

In "Anticitizen One" there is a TV in the apartments that is not plugged into anything. But, you see the G-Man riding a boat and music plays on the TV. Here are some screenshots. Im not sure what this means, if it even has any meaning at all.

Breen does say that they are trans-human soldiers, so they are modified humans. The alien on the screen is a real combine alien. Breen is trying to get the Combine not to wipe out the humans, so he does things like turning people into combine soldiers to make humans seem useful.

Its possible that the G-Man would offer a job. She was able to hack through most of the Combine systems and kill soldiers to. Since he can manipulate time, he could easily go back after hes done talking to you.

Maybe you could try and stop Breen from surrendering the world to the Combine as the goal of the game.
