Yeah, it's called the camera. Most platformers and adventure games need it to navigate. Cliff says that it's a blend between 1st and 3rd person. But don't take my word for it, go watch one of the interviews with him on G4 where he mentions the camera view.

Doom 3. A lot of people didn't like it because it was "too dark" or "too linear". I thought it was fantastic. Brothers In Arms for the PC. I thought it was fun. It didn't have the greatest graphics but it did it's job. Those are the only two I can think of at the moment.

It could be just how the mod was put together. Sometimes the maps aren't created properly and it can cause some framerate issues. Again, that may be the case and it may not, I'm just throwin' that out there. Maybe you should post a new thread about it in their forums. Perhaps someone there...
