Try right-click -> save target as instead of just streaming it. If that doesn't work it's probably just the server being owned.

He's talking about CS 1.6 not CS:S. I'd imagine you'd be able to run it just fine. My GF4 Ti 4200 gives me a constant 100 fps @ 1024x768.

Well, there was a post by Gabe here that showed how CS:S requires only slightly more bandwidth per player than regular CS/CZ.

Then those severs won't be able to handle as many. The servers that CAN handle more can up the player limit if they wish.
