I actually dont even really know how much of a difference there is, i just know it's better to have your CPU and RAM's FSB the same. Also for 400MHz FSB, your motherboard has to be able to support it.
Can the two computers share and transfer files from each other? If not it may be a matter of adding your upstairs computer to your network. Depending on which OS you have, use the network setup wizard.
This is what i would do to try to find where the problem is. If you have another working video card laying around swap it out for the Ti4200 and see if you have the same problem. If you do, it's the monitor, if you dont it's the video card.
Definitely get a computer over an XBOX...that's a no brainer. Computers will last longer for you because they can be upgraded, they're just better than consoles and you'll want a PC for future games. On the downside it takes more knowledge to maintain a computer, and it's more expensive. but...

The inside of my case builds up a lot of dust after a while and i'd like to avoid that if at all possible.
That's about exactly how i have my case fans setup and i maintain very cool temps at all times. I dont remember exact temps right now but last i checked was after playing UT2003 for an hour and my mainboard and CPU temps were between 30 - 40C.

Is you're new card an ATI card? If so yes, you need to completely remove every trace of the old drivers. If it's another Nvidia card you can just go to add/remove programs and remove the driver there.
Well i'm no expert at this stuff but i was witty enough to figure out mine. I have an AthlonXP 3000+ 400MHz FSB with an Asus A7N8X 2.0 motherboard and in the bios i just set the CPU Frequency Multiplier to 10.5 and my CPU external frequency was @ 200MHz. Multply that and i got my 2100MHz clock...
