PCs only really need a compiler as a "dev kit" and that's free(gcc.gnu.org)
I dunno if console dev-kits actually come with engines, probably just some example code of how to use the console's graphics API.

Somewhere in the options theres a way to set max texture size. Looks like it's at 512, set it as high as it goes. I dunno where causde I haven't has max installed in a while.

Microsoft would be stupid to emulaate dx9 when it could run natively with minimal work. I'm guessing it just converts dx9 and lower calls to dx10 calls, which shouldn't require that...
