If you have the kind of money to blow off another $100 on slightly higher clockspeeds I would say go for it. If you're on a little bit of a budget and don't feel like shelling out the extra money you won't find any significant difference with the NP.
I would assume it's the flashlight you'll be using in Half-Life 2, it looked similar (in form, not graphically) to the flashlight in Half-Life, and they're keeping the HEV the same.
