The newspost is a bit unclear. I'm guessing you mean the first episode of They Hunger: Lost Souls (game made on the Source engine), not the first episode of They Hunger (mod made on the GoldSrc engine).

Yeah Digital Paintball was the (or the better of the) paintball mods for HL. Haven't heard much on HL2 though. You can search around on the Moddb for a Source re-make.

There are various console commands you can use to make the zombies faster, increase body resistance (requiring more headshots), lots of stuff. You need to be a server admin or to play offline with cheats for this though.
I'm sure it's not a coincidence. Valve are kind to their customers but they're not stupid. If people are going to buy the game whatever the cost and before they've even played it (i.e. pre-orders) it would be stupid to deny yourself guaranteed revenue by revealing this offer early.
