For all we know, it was included in this latest update and they're simply not advertising it. My guess is the first we'll hear of VAC is when thousands of people get banned for using cheats.
Try shutting down Steam (right-click on the tray icon and select "Exit") then restart it. Sometimes that's enough to kick-start it into downloading the rest.
Why didn't these guys just start with Half-Life: Source and build on top of it? Seems an aweful waste of time to try and recreate the entire game from scratch.
Nah. I think the best bug was the rare one in the original Half-Life where Barney would drop dead before opening the door to train. This infuriated new players because they didn't realize it was a bug and tried to figure out how to get out of the train car on their own!
