i guess it depends on what happens in the expansions if there are any. If they finish off the combine in expansion packs then hl3 will have a new story, but if not, surely hl3 will be about gordon finishing off the combine.

do what they did for the hl expansions. contract them out to other developers under supverision so we'll have an expansion with some of the goodies taken out of hl2 (or maybe saved for hl3) while not taking away from valve's attention on developing hl3.
