Based on what you've got the PS3 option will be better for you. While the PC version is better (due to mods, console commands etc), based on you're laptop specs it won't it run as good as the PS3 nor look as good graphically. It will run on it but you'll get a better experience on the PS3.

You're not going to find a laptop that plays Fallout 3 well without spending $1000-2000. Even if you get a laptop that could you'd have to play the games while it's plugged in as the battery won't be able to provide the power needed long enough.
My laptop is quite old now (5+ years) but the battery still works OK considering. It'll last about 1-2 doing light stuff but doing anything intensive drains it completely in about 30 minutes. Playing Peggle was enough to do this.
It's always best to get a USB hub that is self powered and not powered from the main computers USB hub. Plug two devices in that need a fair bit of juice (iPod, Scanner) and it'll eventfully damage the USB hub on the computer, especially if it's a cheap chipset, and render it useless.
