What's wrong with City 17?
I suppose in the war in some towns, 1000s roamed the city's didn't they? No they were in shelters or had been captured and put in war camps, I guess its the same here, people hiding from the Combine but rebels (gordon or something) trying to get rid of them :rolling: -
