Hey, Nicksword, (sorry for the late reply) but reinstall steam and that should help. But FIRST, try to create a new folder called "steamapps" and then restart steam. If it doesn't, then Reinstall steam. If THAT Doesn't help, well, sorry but I have no other idea.
