On November 14, 1997, President Clinton said [When Iraq allegedly broke the inspections regime] "What he has just done is to ensure that the sanctions will be there until the end of time or as long as he lasts."

And on August 20, 1997 then U.S. Ambassador Bill Richardson commented that "Sanctions may stay on in perpetuity."

The sanctions are terrible. It is not like if they were lifted saddam would have tried to develop WMDs or something.
