Excuse me for expecting funds to be used for what they were designated for. The Stimulus was explained to the American public to be for shovel ready American infrastructure projects to bolster jobs and lower unemployment.
I don't think so many Congressmen would've passed it if it had stated foreign aid projects were what the cash was for (which it was not- but so much leeway was given to the administration of the funds that it ended up happening.)
If they wanted funding for foreign aid projects- they can make a foreign aid bill and pass it.
Actually the stimulus bill was about job creation and tax cuts, not specifically infastructure. A university used $800,000 to create research jobs.
