Anti-bunny hop code interfering with rocket-jump?

I've noticed it's now a LOT harder to get on the balcony as a soldier on 2fort. It's still possible, but I only managed to get on there once, and barely too.

I think it's a shame and I hope it's not intended, because rocket jumping in places like that give the soldier flavor, but being able to penetrate the enemy lines and attack the defenders from behind. The demoman sticky-jump works fine though, although it takes away 60-70 life, is that more than it used to be?
 
Demoman's stickies always took more than rocket jumps..annoying because demo has lower HP..

I don't see a soldier able to get from our side of the bridge to their battlements.

Stickies are so much easier to get to places than soldier. I haven't tried them this time around, but I don't notice a difference in sticky jumping. Have you tried jump/crouch/fire'ing? I know when you jump/crouch with the sticky blowing up under you, you go much farther.
 
I just tried it the way I normally do. I often went on the balcony as a soldier to avoid the heavy defenses that they put up for the front entrance (only scout, demoman and soldier can do that) but today it didn't work. I then tried it every possible way on a server I created for it, and I only managed to make it to the balcony once.
