can someone tell me if this is a cut down ati9800

Never heard of it. My suspicions tell me it's probably a 9800SE with the All-in-wonder chip on it.
 
No, stay far away from that. It really is a 9800 SE (sucky edition) in disguise.

It has less than half of the memory bandwith of a normal 9800 Pro. That will dramatically hurt performance.

Yeah, they try to confuse the consumer. For reference, a 9600XT is faster than a 9800 SE.

yeah i know my brother has one over clocked to extreme don't have a clue how he did it
 
Unless you can softmod the se into a pro, like in my case, which is quite speedy.
