Minerel, it's not unscripted, I mean, it still has to be scripted to some extent.:)
Such as the weather, it is ofcourse scripted to talk about that specific weather in that specific weather condition..(Otherwise we'd get NPCs saying how wonderfully clear the skies are today, when a desert storm's going on.. or something to that extent!).:p
If it was totally unscripted, then they wouldn't have voice recording.. would they?
The AI would have it's own voice generator and fully understand the English language and ingame put together that sentence about the weather, without having to be scripted..:p
 
I was using scripted in the sense that the game would have them talk every time at that particular point in the game.
Rather, it could be raining, the AI would pick up and decide if they should stay out in the rain, look for cover from the rain, and if lets say 2 people went in to a building to take cover from the rain one may say:
"Brr, it's raining out"
the other may then respond to it how they want to and another person in the store that was going to go outside to go open up his shop may decide to wait until it stops raining.
All this without a person in the construction set writing a piece of code that would tell these 2 npc's to go to the building, say the exact dialogue they said, and have that shop open up later.

The AI can take a set of responses, choose the first sentence it wants to say, the second followup sentence that makes complete sense, in what emotion it will respond to what the guy said(If your yelling or talking calm).

There is no single piece of code that says do this and do this, the NPC will dynamically decide what it will say, how it will respond, if it will yell, where it will go, how it will get something. This could involve if it should steal, buy, or hunt for it's food...then where will it hunt or buy...if it finds itself in the middle of no where and hasn't found any food then sees a small hut they could go inside and try and kill the person in there to get the food.
When to go to sleep, where to go to sleep, when to open up there shop, if they should try and break into a shop when it's closed, close there shop, etc...

Random number generators are usually fed something called a "seed." Given a specific seed, the folowing sequence will always be the same. All you have to do is have a preset seed (or seeds).
 
If people want to whine about the console version - whine about this - there was some news on Dec 24th that said the PC version was done 2 months earlier - they just need to get the XBOX360 version working.

Im going to have a party WOOHOOOOO. Who cares if its 1 disc heck i'd buy if it had 10 disc. Just GIMMEE
