the only problem is that in order to get good speeds,you must upload..unless you are a leech..if thats the case,you only have yourself to blame:D

I set my uploading to max of 3kb/sec but I can make it 0 hehe

I haven't heard of your ISP and don't know if they practice p2p throttlling or not, but before you assume they do, you might want to check your firewall settings and make sure all your ports are forwarded, etc. Inother words make sure you're getting green smileys in bittorrent for incoming/outgoing connections.

If your speeds are still screwed try changing your port range for bittorrent to between 10000-50000. That might not work (it never did for me), which would suggest your provider is using some kind of sophisticated DPI thing...try switching to port 443. This should work no matter what. Something to do with encryption.
 
Also do you have a home network with some kind of router?
 
Yes, it have the "2WIRE" DSL box pluged into my netgear router, thats pluged into my pc.
 
Search google on how to configure your router for BT, in a URL bar, type in 192.168.1.1 if you get a user/pass prompt try admin/admin to get to your router config.

(Obviously this isn't the same for all home networks, but its worth a try.)
