I find it funny to make more alarmist and controversial titles...get's more attention, but i agree with you that it was a bit misinformative in this case. so i apologize.
but it's not like i don't post the whole thing so you can judge by yourself. and besides...the UN is really lame at times, so i wouldn't be surprised if they actually banned it.

The Politics forum makes glaciers look fast, hardly a need to go for the sensationalist or the alarming to garner swift attention. Also I think it's a mistake to anthropomorphise an entire organisation, esp on the scale of the UN.

Ok so...what does this mean the UN can or can't do now?

With news like this it's always a good idea to ask yourself this question: did a UN-commission decide something or the general assembly? Only if it's the assembly there's a chance that the decision becomes national law. There's a caveat though: national parliaments have to ratify the decision first. So even if this plan will be accepted by the general asembly (which it won't), nations can still decide not to abide by it.
