If there's a chemical or biological attack, or even any sort of attack of any kind, there would be little need for unpacking. Hell, how are you going to run away at 10mph burst speed if you pack it up?!

If there is a chemical or biological attack, you would want to take that thing off and put on some NBC gear as soon as possible. It doesn't matter how fast you run if some nasty gas is busy burning your skin, or if there is nuclear radiation in the area.

I don't see this being used in the military for anything other than special operations anyway. Even then it would be some secret squirrel shit that none of us would even know or probably care about. Something like this would be more useful for construction or something. If I was making this, I would try to sell it to civlians rather than the military.

so running easily with 150 pounds on your back for a good amount of hours is not even a tiny bit practical?

Not if it doesn't have a decent power supply that lasts longer than a few hours, and yes reasonable pricing would have a heavy impact on practicality.
