Here's a friendly suggestion, sticky the Forum Rules on top of the HL² discussion board. Judging by the amount of views, not many people have read it and most headcrabs won't go through the site discussion board.

Here's a better idea. Sticky it at the top of EVERY forum (or possibly just the main forum page). Then there's no excuse. At the moment it's just neatly tucked away in site discussion, minding it's own business.
