I used to know the name, too. No doubt it was pulled of Cartoon Network as the going got good.

Hmmm... Men In Black was pretty cool, but I remember that from Nick, and I'm pretty sure it's a 90s cartoon.

Sheep in the Big City was on CN...was that it? I only remember ever watching the premier episode of it, and while it was good it didn't hold my interest.

Men In Black is definately one of my most favourite animated shows.

Rocko's was cool, but I prefered Ah! Real Monsters. Then again, I was like 9 or 10 at the time.
 
Hmm, I might not be the best person to ask because I love cartoons and thus I'll probably find some redeeming quality in most of them unless they're COMPLETE shit...but, have an alphabetical list of the stuff I think is exceptionally good that premiered in 2000 or later:

There's a lot more that I currently watch even if they're not spectacular, and I excluded adult cartoon programming (stuff on Adult Swim and Comedy Central). I also left out series that didn't premier in 2000, but had their best episodes in 2000--Courage the Cowardly Dog, Spongebob, Ed Edd and Eddy...a lot of stuff came out at the tail end of '99 and had good runs well into the 2000s.

Edit: I forgot Oban Star Racers. I should not have.

Men in Black had a good intro. I once spent an afternoon categorizing the best cartoon intros of all time; MiB made mid-tier in the 90s.

Also, Rocko's Modern Life, aka "How Much Shit Can We Get Past the Censors?" Chokey Chicken, Rocko's phonesex hotline, "Touch my eyes, Rocko," "Oh yes, they're so big and...veiny." And of course, "Naaaaaaaaaaaaaaaaaaaked..."

Are you serious? What would you call good cartoons? I've gotta flip it around on you: if you don't like any of those shows, you have an aesthetic deficiency and an undeveloped humor quotient; please proceed to the nearest suicide booth and/or bathtub with a razor.
