I personally loved the super grav gun in HL2. They didn't need some FMV cutscene or such shite. It's like Valve said "Great work, dude. Here's your reward. Go kick ass" and I gladly obliged. It wasn't a lead-up to the ending. It was the ending.
That said, going through an entire game with it would be cheap. I wouldn't fret, though. Like practically every game in existence, you are probably going to start with only a melee weapon and a weak-ass pistol. Or in true Valve-fashion, with nothing.
My guess is that you'll get it later, but the Combine (or whatever else you may face) will have developed some measure of defense against it.
