Has anyone else looked at this?

Yes. Valve used something like this at times.

The ValveSource tools for XSI have this built in so I'm guessing Valve used it a bit, There's an official Softimage video with some demonstrations of it

Very much /meh

I can do all of that inside of hammer with more formed control into my map.

That looks good... I'd like to make maps, but I find hammer too difficult to use.

I would rather use simple tools to make basic maps and then straighten them out in hammer for the details.

Anyone know the level editor in Timesplitters? I'd like something like that with customisable parts (designed similarly to hammer) and something that functions a bit like a simplified CAD app.

I was looking into it, and the newest version, 3.0, looks like you can create much more detailed stuff, but is $40

To be fair...Hammer is easy to use...and I certainly wouldn't spend any money on other tools

Hammer's actually pretty easy. When I first started, it seemed overly fiddly compared to the editor I was used to - Radiant - but with fiddliness comes power that Radiant didn't have.
