In the workshop after the hunter chopper, if you press e on the person working the car; he says

"We're fixing up this car so we can get the hell outta here... Driving to Hawaii; beaches, babes and waves"

Eastern Europe :/
I'm thinking more of the lines of USA...
 
look at the building schemes as well as the language plastered everywhere, its somewhere in europe

Well, if you thinking about it, there is next to no water left on the planet, as you saw during HL2....perhaps there is now a land bridge to Hawaii? Still, they'd have to drive half way across the world before even coming to the Pacific Ocean...

Theres a reason they have american accents. Its because all the Russian accents are toting big guns in TFC2.

I figured it was mainly because the Combine moved people around. Perhaps all of their "cities" are in Europe, and City 17 happened to have a predominately American population, by chance or design.
