In case anybody is interested I did end up starting Steam over from scratch.

I saved 634MB worth of screenshots and saved games (most of it's size is thanks to Defcon saving screenshots as Bitmaps ).

After installing CS:S, HL2, HL2:LC, HL:S, Gmod 10, Source SDK and effectively HL2-Deathmatch (it shares so many files with HL2) my Steam folder came to 7.5 GB. Much better than the 21GB I started with .
