For recent comparison, Call of Duty: United Offensive went Gold on the 1st and was released on the 14th (though didn't actually make it to stores until the 15th in most areas).

Hl2 is a worldwide release, it takes longer, you have to make all the copies for the enitre world all at once, and ship it there...

that means taiwan, japan, new zeland, ireland, brazil.... all at once... not just america, and then those other countrys "whenever"....

Finally, someone who gets it right. I'm sorry for sounding like an asshole, but everyone under the sun seems to think the gamre is going to be boxed and shipped to your country. Trust me, I wish it were so, but Valve have repeatedly confirmed that the only wolrdwide release is through steam.

Personally I think it is stupid for Vivendi to force those who have HL2 preloaded and ready on their machines to wait for some store in butt****ville china to get the game on their shelf. As soon as the publisher starts making copies, Steam users should start playing. Seems fair to me...
