I'm 100% sure it is a fleat of Zepplins, hiding in the mountains.

It is probably a military base, not a power station as there is like 3 people that live anywhere near it.

Area 51 is an air force base used for experimental aircraft.

They don't let people see what's going on in there because of the same reason they don't let civilians into any other military base. It's called INFORMATION. :\
