1st create a shortcut to css beta by right click on it in browse games.

right click on the shortcut and go to properties

where it says something like 'C:\Games\Steam\Steam.exe -applaunch 260 ' add ' - dx 9' to the end <no quotes>

actually for nvidia cards it's:

-applaunch 260 -console -dxlevel 90

but as I've said before, your framerate probably won't be very playable. Expect a heavy impact where shaders are used.

I don't think shaders have been implemented so far.
I have seen a bit of bump and specular lights though.
