Ok, there are a couple of things, after VALVe saying its going to bee close, obvious reasons for this are last finishing touches and essential components.
Its already been stated about the additional coding time required for the NV3x path, and of course, someone realised a page back that STEAM was fairly important.
Steam is the backend for networking and cheat prevention in HL2 and future VALVe pruducts. Although steam is important to VALVe, its not quite 24/7 important, so ask yourself this, why would they be working on it 24/7 even over the weekend?
You've proved yourselves a decisive bunch, i don't expect you'll have any trouble working out why
They are fully aware of how much work steam requires and what it means, there is always time to get the important bits in, but they cannot predict any major problems occuring, so as far as they know, it should be done for the 30th, lets hope them god speed in coding and bug squashing so they can hit their target...
