I decided this idea would be better served in here as the Steam forum is better for problems and skins, this is a discussion of the event.
If you remember, Valve trickled videos at us through the beta phase, it's pretty safe to assume that this was a reciprical thing in that we get hl2 media and they get to test the system out.
I think Valve then took the download and bandwidth results from the media test and based that on the needed bandwidth for the beta to final rollover.
It's not the fact that they used their server stats as a base that's the problem, it's a problem that wasn't easy to spot...
Fileplanet, Fileshack & Filemirrors.
They forgot to realise that within a few hours, the vids had been spread to web file servers all around the world.
This meant that the actual demand for the videos was shared with other companies, hence, Valve's bandwidth results were hopelessly innacurate.
So then when they did go final, everyone even remotely connected with a valve game decided to update their game engines and all manner of different excuses.
The early bugs (Apart from the fact that the whole system was practically DoS'ed from the worldwide fever to go final) only appeared at that time, I had the beta myself and it was smooth as silk for me.
The bugs had become apparent simply because the system had never suffered that kind of demand before, the beta did have a large userbase, but the final beat the beta userbase in one night.
They at least admitted they woefully underestimated the demand for the rollover, he's to hoping they've learnt their lesson!
