Mind you, they could be useing a method i have seen before.
The level designers make a level with the polygons and models etc.
Then they hand it over to the art department who then take a screan shot or two and paint on top of the bare models in 2d so they can see what direction they want to scene to go. Only then do they start texturing the individual components.
I believe this COULD be the case.
hey, maybe they just painted over the imfamous orange map mode.
