If it does run off your computer clock (instead of just Pacific time) it will only be accurate if it converts your computer time to Pacific time anyway. In addition, the countdown will be wrong if your clock is wrong.
Edit - just to clarify, the game will be released at midnight Pacific time (Valve is located in Seattle) and NOT midnight local time.
