Yes.
Any card with a TV tuner will work.
I recommend ATI's TV Wonder Pro or their All-In-Wonder Video cards.

There are other cards with TV tuners but they don't have as good as support or user base.

If you use your VCR you can output the signal through a RCA cable into a Video IN connection (Your video card may have one). Pinnacle or Canopus also have a lot of Video recording PCI expansion cards (RCA/S-Video).

There are some USB solutions but are not as good and some cost just as much as the TV Wonder Pro.
 
No, all of your connections on the back are Outputs.
That is what a Video Card is for after all...displaying.
Those TV wonder pros don't cost a whole lot and are excellent.
Lot of ppl use them to record and put video to DVD/SVCD. A lot of good free programs out there too.

u also can use hauppauge tv pci cards, they're pretty good :D if not even the most popular tv tuners. i think they are all delivered with a software bundle (tv application, radio, video text, etc..) and an application which records tv.
 
Yeah most are PCI cards.
Most cards come with all that software. ATI's even comes with some TV guide software where you can schedule recordings and look up show times.

The free software I was talking about before is for editing/other capture software/encoding/media authoring. Above and beyond just recording/watching TV.
