I guess you need to unzip it to your steam folder

the map was made for the PC gamer magazine. It's comming on a disc with the new copy of the magazine

Just put the files in the matching maps.

I took the easy option,set the server filter to de_dust_pcg and joined a server that downloaded the map for me
