It's from Essorant, there's a whole selection of lovely themes there. Mine is 'Simplex' from the windows blinds section.

This is a lot tidier than it was the last time there was one of these threads. Before you could hardly see the desktop wallpaper for all the icons I had on there :E

How do you get the address bar down at the bottom like that?

right click on the start bar and unlock it
right clcik yet again on the start bar and go toolbars and then address
move it around to where u want it
then lock your tackbar again to save space
