Alas, this is true. Not banned exactly, just refused classification which means it can't be sold, so pretty much the same deal.

Apparently it was too violent to be classified MA15+.

Based on IP address AFAIK. Meaning it can be defeated with clever use of VPNs in other countries, etc.

IGN contacted Konami, and the company didn't have an official statement, but it did refer us to Valve. We've sent a query to Valve and are awaiting a response, but if you're looking for Silent Hill: Homecoming on Steam, it looks like you've got a delay. -- IGN
