Skinning Steam

I read the short skinning tutorial pinned above, and started playing with a new skin. I got my colors all figured out, but I am having trouble when trying to add a Background image for my main steam screen. It says to copy the file from Steam/steam/cached/SteamRootDialog.res to Steam/skins/<skin name>/steam/cached/SteamRootDialog.res but I do not have the original folder in my Steam folder. I did a search for SteamRootDialog.res on my computer but it was nowhere to be found.

My question is where the heck is it? Can I extract it from somewhere if it is packed in a certain file? Please help me get this file so I can do some editing. Thanks.

I'm going to do a thourogh tutorial soon, with images, and a base template, so hopefully the mods will include them here

Just incase you want to include this in your tutorial, I found the files I needed to edit by using this program: GCFScape
The files I needed, plus many more, were located in Platform.gcf
