Previously, approx. 1 gigabyte was 100%. Now, 2 gigabytes is 100%. You already have 1 gigabyte of precached stuff, so you have 100% of previous preload which means you have 50% of everything. Since the total amount is twice as much as it used to be and the counter is already in 50%, it takes twice as long for the percentage counter to change than it took earlier.

It's going to move 2x as slow as it would before phase 2.
