Assuming he payed for that copy, yes. I don't want to be the devil's advocate here, but the rules apply for each individual copy. If you buy the game, it's still not legal to download it afterwards.

This highly depends on your countries laws, but downloading another copy can be considered a backup and hence legal.

i made a post linking to all the mods but the internet ated it

at any rate they are all on the stalker filefront site, just browse through the mods they're all there. they're called weapons damage mod, Olmod, trader mod, and artifact mod

there are many others though that may suit your needs better so browse through them
