the fans themselves don't determine the winner. The fan favourites losing creates so much more tension, so in the end the winner is decided by what crap they could spin off from this match and how much viewership they will get as a result of this match in the future.

I was going to say that, but wanted to keep it brief. Exactly; at the end of the day, the fans "pay their salary". So whatever keeps the drama going. If it takes a fan favorite loosing, so be it.
