Between those two choices, I'd go for the computer science Ph.D, but it really depends on where you live and if your willing to move to an area where those skills are in more demand.
Around where I currently live for example, you'd starve to death with a computer science Ph.D unless you plan to get a job at a uni. Most people in small towns around here either move away, or join the police force (or the department of corrections)
advanced electronics and security system tech is in high demand here though, but I'm not in the market for a job myself atm.
